Attalis IV of Minos

Later thought of as a king, Attalis IV was actually a provincial governor of Minos who ruled at least 100 years before Minos became a Kingdom. He was gifted in both politics and administration. Several large maritime infrastructure projects were completed under his direction that calcified Minoan dominance over the seas, typified by the Great Lighthouses of Attalis IV. The first royal dynasty of Minos claimed descendance from Attalis IV.
